AI for Accountants Shepparton

The food bowl runs on seasonal labour and traded water, and both arrive with rules of their own. A dedicated AI that keeps harvest and PALM scheme payroll straight across both streams, holds the paperwork behind every water share and allocation trade, codes orchard, dairy and food processing files in Xero and MYOB, and reads records however they turn up. Live within 1 hour, around 70% less than a virtual assistant, data kept onshore.

A food bowl economy, three tax problems at once

Greater Shepparton was home to about 68,400 people at the 2021 Census, most of them in Shepparton and Mooroopna on either side of the Goulburn. What surrounds them is not general farming country, it is horticulture at industrial density: pear, apple and stone fruit blocks running north through Ardmona, Invergordon, Katandra and Bunbartha, dairy west towards Tatura and Merrigum, and the processing plants that turn all of it into product before it leaves the district. Fruit is the biggest single line in the local economy, accounting for roughly 47% of Greater Shepparton's agricultural output, around $344 million, and a bit over a third of Victoria's production in that category. None of it happens without irrigation from the Goulburn-Murray system, whose service region stretches across about 68,000 square kilometres of northern Victoria.

The first problem that creates for a local practice is the workforce. From January to April the district takes on thousands of extra pairs of hands, and they do not all sit under one tax rule. Workers in the short-term stream of the Pacific Australia Labour Mobility scheme are foreign residents for tax purposes: an approved employer withholds a flat 15% on every payment, that income is non-assessable non-exempt, and no deductions are claimable against it. Workers in the long-term stream are generally treated as residents and taxed on the ordinary scale. An employer who is not PALM approved withholds at foreign resident rates instead. Add working holiday makers on 417 and 462 visas, local casuals, and a licensed labour hire contractor moving crews between three growers mid-fortnight, and one pay run in March can carry four different withholding regimes. Super guarantee applies across all of them, and half those workers will be on a plane before anyone raises a departing Australia superannuation payment.

The second is water, which in northern Victoria is not part of the farm at all. Unbundling on 1 July 2007 split the old water right into a water share, a delivery share and a water-use registration, each tradeable on its own, with seasonal allocation traded on top. A permanent water share sale is the disposal of a CGT asset. A seasonal allocation trade is a different animal, and which one depends on the facts. Both land in the same bank account in a dry February and get coded to the same line. Because unbundled entitlements are generally not dutiable property in Victoria, a farm bought with water attached needs the water's market value stripped out of the price to arrive at the land's dutiable value, and that split governs the cost base for the next two decades. Plenty of contracts never make it.

The third is who owns the businesses. At the 2021 Census, 25.0% of Greater Shepparton residents were born overseas, double the 12.4% average across regional Victoria, and 17.6% spoke a language other than English at home, most commonly Punjabi, Arabic, Italian, Hazaraghi and Mandarin. The council counts more than 30 nationalities and over 50 languages in the municipality. Italian and Albanian families have been growing fruit here since the 1950s; Iraqi, Afghan, Congolese, Sudanese and Indian families have joined them and now run orchards, transport fleets, contracting crews and shops along Wyndham and Maude Streets. It is a superb client base and a slow one to service, because records turn up as phone photographs, handwritten books and invoices in another language, and the explaining is half the engagement.

Hiring your way out of this is difficult. Shepparton competes for accounting staff with Bendigo, with Albury and with Melbourne an easy ninety minutes further on, and a graduate needs two harvests before they can look at a packing shed settlement and know what belongs where. A dedicated AI in the practice comes at it from the other side: it works the Xero and MYOB files every night so the payroll checks, water records and establishment schedules are already assembled when the partner sits down, and it runs single-tenant in the AWS Sydney region so a Pacific worker's passport and tax file number never leave Australia.

Bring one packing shed pay run and we will unpick it live

Pick the March fortnight you least want to look at: short-term PALM workers, a couple who rolled onto the long-term stream, two backpackers and six local casuals in the same run. In 30 minutes we will show a dedicated AI checking withholding, Single Touch Payroll categories and super against a real Xero or MYOB payroll file. On your ledgers within 1 hour.

A Wyndham Street practice, the fortnight the pears came off

Picture a three-partner firm in a first-floor suite on Wyndham Street, a block back from the Maude Street mall, fourteen staff and around 520 clients. Roughly 60 of those are orchard and dairy family groups out through Ardmona, Merrigum, Tatura, Katandra and Invergordon. One is a licensed labour hire contractor who places about 180 PALM workers across four packing sheds each season. Two are food manufacturers on the industrial estate, one is a road freight operator carting produce down to the Melbourne markets, and the remaining couple of hundred are town businesses, a good share of them family-run and first-generation. Most of the book sits in Xero; the manufacturers and the freight operator are still on MYOB AccountRight, with a migration that has been six months away for two years.

Then March arrives, and three things collide in the same fortnight.

The labour hire client's payroll goes out on the Thursday. Workers have been shifted between two of the sheds mid-cycle, four have rolled from the short-term stream onto long-term placements, and one shed took on three working holiday makers because the crew was short. Withholding should have changed for the four. It did not, because the payroll was run at nine at night by whoever was still in the office. Meanwhile one of the orchard clients has sold 180 megalitres of water share, and separately traded seasonal allocation twice, and all three amounts have gone to a single account called Water Income. And a transport client who speaks Punjabi at home has just sent three months of records as photographs of a notebook, nine days before the BAS.

In the usual version, none of this surfaces in March. The payroll error is found in July when the payment summaries do not make sense, and unwinding it means amended Single Touch Payroll reporting for four workers who are no longer in the country. The water sale is noticed in October, when the partner asks a client what the $290,000 was and gets told it was "the water", which starts a hunt through a drawer for a Victorian Water Register transfer confirmation and a broker invoice that may or may not still exist. The photographs sit in an inbox until someone has a spare afternoon, which is in May.

With a dedicated AI running, the fortnight looks different. It has been coding both the Xero and the MYOB files nightly since November. The payroll run gets checked against a per-worker record of stream, approval status and start date, so the four who rolled onto long-term placements are flagged before the file is lodged, not after they have flown home. The water proceeds get split at the point of coding: the water share sale goes to its own position with the acquisition date, original cost, the Water Register transfer confirmation and the broker's tax invoice attached, ready for the partner to work through the CGT and small business concession questions; the two allocation trades sit on a separate line with the carryover balance tracked alongside them. The notebook photographs get read, coded and reconciled, and the four fuel dockets it could not match get chased twice, in short plain English, in the firm's own name.

Two other things came out of the pile that nobody would have gone looking for. The first: an orchard client's 2024 high-density pear replant, about $210,000 of trees, trellis, wire and contract labour, had been coded to repairs and maintenance for eleven months. It belongs under the horticultural plants rules, written off from the start of the expected first commercial season at 13% a year over a maximum of seven years and 253 days, with the trellis and the drip line in their own treatments. The second: the freight operator had been paying subcontracted drivers all year with nothing captured for the taxable payments annual report, which is a July fire drill the practice has run three years in a row and did not have to run again.

Nobody was let go. The practice took on eleven new orchard groups it had turned away the previous season for lack of capacity, and for the first time the water conversation happened before the trade instead of eight months after it.

The work that has to happen before you can review anything

Not the judgement. The assembling, checking and chasing that stands between your partners and it.

Harvest payroll, stream by stream

Every worker carries their stream, approval status and start date in the payroll file, so short-term PALM, long-term PALM, working holiday makers and local casuals get the right withholding in the same pay run, and a mid-placement change is flagged before lodgement.

Water shares, allocation and carryover

Permanent water share trades held as their own positions with acquisition dates, costs, Water Register transfer confirmations and broker invoices attached, kept strictly apart from seasonal allocation trades, with the carryover balance visible before 30 June.

Plantings, not repairs

Establishment costs for new pear, apple and stone fruit blocks separated from genuine repairs as they are coded, held against the block with the planting date and expected first commercial season, and the trellis, netting and drip line kept in their own treatments.

Shed, milk and market settlements

Packing shed and cannery statements, monthly milk payments and Melbourne market account sales read line by line, with levies, cartage, cooling, grading, herd testing and rejection charges split out instead of netted into one deposit.

Records however they arrive

Phone photographs of a notebook, a scanned shoebox, a supplier invoice in another language: all read, coded, and what cannot be resolved is listed rather than guessed. Chase-ups drafted in short, plain English, then sent again.

TPAR, fuel tax credits and the freight file

Contractor payments captured by service type through the year so a road freight or courier client's taxable payments annual report is not built in July, with fuel tax credits split between on-road cartage and off-road irrigation pumping.

Have the water conversation in February, not October

Send us one irrigator's February: a water share transfer, two allocation trades and a month of unreconciled orchard transactions from a live Xero or MYOB file. We will show you the entitlement position, the revenue split and the carryover balance coming back inside half an hour, on a call from your Shepparton office.

Position by position, what it has ready

Your registered agent decides every one of these. This is what is already assembled when they do.

Position What the AI keeps current What it raises with you
PALM short-term stream Flat 15% withholding applied, income marked non-assessable non-exempt, no deductions run against it A short-term worker paid on the resident scale, or a grower withholding without approved-employer status
PALM long-term stream Tax file number declarations held, resident rates applied, placement dates recorded per worker A worker rolling from short-term to long-term part way through a pay cycle
Working holiday makers 417 and 462 workers kept separate from PALM crews and from local casuals in the payroll file An employer taking on backpackers without being registered as a working holiday maker employer
Super for seasonal workers Guarantee calculated per worker, fund and member details recorded, contributions tracked quarter by quarter Placements ending, so a departing Australia superannuation payment can be raised before the flight
Water share, permanent trade Acquisition date and cost, Water Register transfer confirmation and broker tax invoice held against the entitlement A permanent trade in the year, and whether the active asset position is worth testing
Seasonal allocation trades Allocation bought and sold kept on their own lines, with the carryover balance tracked into 30 June Allocation proceeds coded to the same account as an entitlement sale
Property bought with water attached Land, water share, delivery share and plant recorded as separate components with the contract attached A contract showing one undifferentiated price, with no water value to strip out
Orchard establishment costs Trees, contract labour and site preparation held against the block with the expected first commercial season A new planting sitting in repairs and maintenance instead of the horticultural plants rules
Contractor payments Payments captured by service type through the year, not reconstructed after 30 June A road freight or courier client with a taxable payments annual report due and nothing collected

Which clients run PALM crews and under which stream, your entity groups, and how your firm codes water, plantings and irrigation infrastructure.

3

Prove it on one harvest

Give it a single labour hire payroll or one orchard group for a fortnight, and let that decide whether the rest of the book follows.

The call stays with your agent

Nothing is lodged without you

The AI prepares the payroll checks, water trade workings and establishment schedules. A registered tax or BAS agent in your firm reviews, forms the judgement and lodges, so Tax Practitioners Board registration and the Code of Professional Conduct are untouched.

Pacific workers' records stay onshore

Single-tenant on AWS in the Sydney region, isolated to your practice, never pooled and never used for training. A labour hire payroll file holds passport numbers, visa subclasses and TFNs for hundreds of people with no way to chase a breach from home.

Evidence that outlives the season

Every action timestamped and logged. When a water share cost base or a four-year-old establishment schedule is queried, the transfer confirmation, the invoice and the workings are still sitting in your quality review file.

What Goulburn Valley practices ask us

Our clients employ PALM scheme workers. Can it keep the withholding right across both streams?+

Yes, and in the Goulburn Valley this is usually the first thing a practice wants to see. The two streams pull in opposite directions. Workers in the short-term stream are foreign residents for tax purposes, an approved employer withholds a flat 15% on everything paid to them, that income is non-assessable non-exempt so no deductions can be claimed against it, and most of those workers never lodge a return. Workers in the long-term stream are generally treated as Australian residents for tax purposes and taxed on the ordinary resident scale once a tax file number declaration is in. An employer who is not PALM approved withholds at foreign resident rates instead. Get the stream wrong on one worker and the withholding, the Single Touch Payroll category and the payment summary are all wrong for the whole placement. The dedicated AI holds the stream, the approval status and the start date against every worker in the payroll file, checks each pay run against them, and flags the ones who have rolled from one stream to the other mid-placement. Your registered agent still signs off. They just stop discovering the problem in July.

What about super for seasonal workers, and the claims they make when they fly home?+

Super guarantee applies to Pacific workers the same as it does to anyone else on the payroll, and approved employers also carry an obligation to help their workers understand and get to that money. In practice this is where orchard and shed payrolls come unstuck, because a crew of eighty arrives in December, moves between two growers in February, and is gone by May. Fund details end up scattered across three systems, contributions get paid late for the handful who changed employers mid-season, and nobody raises the departing Australia superannuation payment until the worker is already back in Vanuatu or Timor-Leste with no Australian phone number. The dedicated AI keeps a per-worker record: fund, member number, contributions paid, quarter by quarter, plus the placement end date. Six weeks out from a departure it puts the list in front of you so the DASP paperwork is started while the worker is still in the shed. It also keeps the accommodation and transport deductions taken from wages visible as their own lines rather than buried in a net figure, which matters when someone asks how gross pay turned into that bank transfer.

How does it handle water: permanent water shares versus seasonal allocation trades?+

It keeps them apart, which is most of the battle. Northern Victoria unbundled water from land on 1 July 2007, so a Goulburn Valley irrigator now holds a water share as a separate asset, a delivery share for channel capacity, and a water-use registration on the land, then trades seasonal allocation on top of all three. A permanent trade of a water share is the disposal of a CGT asset. A seasonal allocation trade behaves quite differently, and exactly how depends on the facts. When both hit the bank account in the same month, which happens constantly in a dry February, they routinely get coded to one water income line and the difference is lost. The dedicated AI splits them at the point of coding, holds the Victorian Water Register transfer confirmation and the broker's tax invoice against the entitlement, carries the original acquisition date and cost so a cost base exists when it is needed, and keeps the carryover balance visible heading into 30 June, since the Goulburn basin allows unused allocation to be carried over up to 100% of entitlement volume. Whether the small business CGT concessions or an active asset argument are available on a particular sale is your call, not the AI's.

Our clients buy properties with water attached. Does it help with the duty and cost base split?+

Yes, and it is one of the quiet traps in this district. Because unbundled water entitlements can be traded independently of the land, they are generally not dutiable property in Victoria. When a Goulburn Valley farm is sold with water attached, the market value of that water has to be deducted from the purchase price to work out the dutiable value of the land and improvements. That single split then follows the client for the next twenty years: it sets the cost base of the land, the separate cost base of the water share, and the depreciation position on everything in between. The problem is that plenty of contracts never value the water separately at all, so nobody does the split, and the question only surfaces when the water gets sold on its own a decade later. The dedicated AI reads the contract and settlement statement at the time of purchase, records the land, water share, delivery share and plant components as separate positions with the evidence attached, and raises it with you immediately if the contract shows one undifferentiated number. Your agent decides the apportionment; the AI makes sure somebody is asked the question while the file is still open.

Orchard redevelopment: does it code new plantings properly instead of dumping them in repairs?+

This is the single most common miscoding we see on Goulburn Valley files. When a grower pulls out tired open-vase pears and puts in a high-density block on trellis, the invoices land looking like ordinary farm spend: trees, stakes, wire, labour, a contractor, drip line. A bookkeeper without horticultural background codes the lot to repairs and maintenance, and the deduction is both wrong and taken far too early. Capital expenditure on establishing horticultural plants sits under its own rules. For a plant with an effective life of three years or more, the establishment cost is written off from the start of what is expected to be the plant's first commercial season, and for a plant with an effective life of 13 to under 30 years, which covers most commercial pear and apple plantings, that runs at a 13% annual write-off over a maximum period of seven years and 253 days. The dedicated AI separates establishment expenditure from genuine repairs as it codes, holds it against the block and the planting date, records the expected first commercial season, and keeps the trellis, netting and irrigation infrastructure in their own treatments rather than folded into the trees. Your accountant confirms the effective life and the first commercial season. The reconstruction work is already done.

A quarter of our client base was born overseas and records arrive in every possible form. Does that break it?+

No, and this is a genuine reason Shepparton practices look at it. At the 2021 Census, 25.0% of Greater Shepparton residents were born overseas against 12.4% across regional Victoria, and 17.6% spoke a language other than English at home, most commonly Punjabi, Arabic, Italian, Hazaraghi and Mandarin. A great many of those households run their own business: orchards that have been in Italian and Albanian families since the 1950s, transport and contracting operations, greengrocers, cafes, harvest crews. What that means for the practice is that records show up as phone photographs of a spiral notebook, a shoebox, a supplier invoice in another language, or a bank statement with nothing else attached. The dedicated AI reads photographed and scanned documents, handles supplier paperwork that is not in English, codes from it, and lists what it could not resolve rather than guessing. Just as usefully, it drafts the chase-up in plain, simple English, keeps it short, and follows up a second time, which is the difference between getting the March fuel dockets in April and getting them in September. It does not replace the interpreter or the relationship. It removes the two hours of deciphering that sits in front of every one of those files.

Does it work with Xero and MYOB, and with the paperwork Goulburn Valley clients actually send?+

Yes. Xero and MYOB carry nearly every ledger in this district, and the dedicated AI works natively in both, including the very common Shepparton pattern of a practice moving most of the book to Xero while two or three older manufacturing and transport clients stay on MYOB AccountRight because the migration keeps getting pushed back. It codes bank feeds, reconciles daily, drafts BAS and GST workings and keeps files current instead of quarterly. It also handles the documents that actually arrive here: packing shed and cannery settlement statements, monthly milk payment statements with their levies, cartage, cooling and herd testing deductions, wholesale market account sales from the Melbourne markets, fruit fly and horticulture levy notices, irrigation and Goulburn-Murray Water accounts, chemical and fertiliser statements, labour hire invoices, machinery finance schedules, and receipts flowing in through Dext or Hubdoc. QuickBooks Online is supported as well.

We hold passports, visa details and TFNs for hundreds of seasonal workers. Where does that data live, and does any of this change our TPB obligations?+

The data stays in Australia, and your obligations do not move. Each dedicated AI runs single-tenant on AWS infrastructure in the Sydney region, isolated to your practice, never pooled with another firm's data and never used to train models. On a Shepparton client list that is not an abstract point: a labour hire client's payroll file contains passport numbers, visa subclasses, tax file numbers, super fund memberships and home addresses in Pacific island nations for hundreds of people who have very little ability to chase a data breach from Nuku'alofa. Being able to say that record never leaves Australian infrastructure is worth having. On the Tax Practitioners Board side, nothing changes at all. The AI prepares the payroll checks, the water trade workings, the establishment cost schedules and the reconciliations. A registered tax or BAS agent in your firm reviews them, forms the judgement and lodges. No withholding rate is applied to a real worker, and no CGT position is taken on a water share, without a registered agent deciding it. What you gain is a timestamped, logged trail behind each of those positions, which is exactly what you want on file when a water sale from four seasons ago gets queried.
